India weighs if Meta violates intermediary rules, may call other platforms
Officials are pressing Meta for algorithm changes and stronger safeguards as they weigh whether its systems make it liable for user content.
- On Friday, the Ministry of Electronics and Information Technology shifted to technical discussions with Meta, requiring the company to detail plans addressing deepfakes, child sexual abuse material, and unlabelled synthetically-generated content on its platforms.
- The scrutiny follows a summons over the temporary restriction of Prime Minister Narendra Modi's Facebook post; Meta's team, led by global affairs head Joel Kaplan, met IT Minister Ashwini Vaishnaw and IT Secretary S Krishnan on Wednesday and Thursday.
- Officials questioned whether Meta's recommendation systems determining "what is shown to whom" and promoting content for payment comply with the Information Technology Act, which grants intermediaries "Safe harbour" from liability only upon observing due diligence.
- Meta acknowledged "Serious issues" during talks, as the Ministry demanded the company revamp its algorithms and submit a compliance roadmap to curb propaganda and manipulated content.
- Another meeting is expected next week as the Centre examines whether other social media platforms meet the legal definition of "Intermediaries" under Indian law.
