In France, a report published on Thursday 10 September in the Official Journal highlights the conditions for reception in psychiatric emergencies of public hospitals in Paris and of the small crown. The general controller of places of deprivation of liberty denounces "serious dysfunctions", between high waiting times, inadequate premises, lack of staff and practices that do not respect the legal framework.
The general monitor of places of deprivation of liberty calls for a settlement policy on alternatives to coercive measures, but also for the prohibition of isolation and unsupervised restraints, as well as for the training of personnel.
These dysfunctions are incompatible with respect for the "fundamental rights" of patients, between "extended waiting in unworthy conditions", "arbitrary detentions" or "contents without a legal framework", alerts the Comptroller General of places of deprivation of liberty.
From 6 to 10 July, his services visited the emergency services of several institutions, including the Public Assistance-Hospitals of Paris (Cochin Hospitals, Robert-Debré, Necker, Pitié-Salpêtrière...), the Sainte-Anne Hospital (GHU Paris psychiatry and neurosciences), and others of the little crown (Delafontaine in Saint-Denis, Henri-Mondor in Créteil...).
The general monitor of places of deprivation of liberty makes urgent recommendations to stop the "arbitrary detentions" of psychiatric patients in fifteen hospital emergency services located in Paris and in the immediate suburbs.
