In a decision issued on Tuesday, 5 May, the Council of State ordered the Ministry of the Interior to correct the long-identified dysfunctions of Anef, the digital platform for managing residence permits. The associations which had made this appeal were pleased that the highest court had given them reason.
The highest French administrative court, the Conseil d'État, gave the State six months to deal with the dysfunctions of its platform for the application of residence permits. Ten associations seized it more than a year ago, considering that the Digital Administration for foreigners of France, ANEF, did not guarantee access to their right.
Seized by several associations, administrative justice calls on the State to improve the functioning of the Anef portal, considering that it infringes the rights of users.
The Conseil d'Etat was right for the ten associations which, a year ago, had seized it as a result of numerous problems encountered by foreigners in applying for or renewing their residence permits.
On 5 May 2026, the Conseil d'État issued a decision which directly targets the Digital Administration for foreigners in France. The State is obliged to correct the malfunctions found on this platform within six months.
