Authorities are investigating the alleged accidental fall of former DPWH undersecretary Cabral, linked to a major flood-control budget probe involving billions of pesos.
- Former Department of Public Works and Highways Undersecretary Maria Catalina Cabral was found unconscious around 8 PM, 20 to 30 meters below Kennon Road, and declared dead by Dr. Gian Francis Salinas at 12:03 AM on Friday, December 19.
- Cabral had resigned after being tagged in alleged anomalous budget insertions, while in recent weeks investigators and law enforcers targeted officials over flood-control projects possibly exceeding P1 trillion.
- After the driver reported Cabral missing, police units set out to search and found her unresponsive near the riverbank, retrieving her shortly before midnight with help from the Tuba MDRRMO and BFP, while the Benguet Provincial Forensic Unit processed the scene.
- On Friday, the Department of Public Works and Highways offered condolences to Cabral's family, noted her more than 40 years of service, and said police investigating the incident found no foul play while the investigation continues.
- The Ombudsman ordered preservation of Cabral's devices for investigators, directing Benguet authorities to secure her cellphone amid accusations of a kickback system involving Cabral, Mark Villar, and Manuel Bonoan.
