FDA authorizes 4 flavored nicotine pouches

The Food and Drug Administration recently authorized the marketing of flavored Zyn nicotine pouches, crediting flavors with helping adult smokers try and switch to the product. The agency also authorized advertising claiming lower risks for major smoking-related diseases.
Mitch Zeller, former director at the FDA's Center for Tobacco Products, says pouches are "demonstrably less harmful than burning tobacco leaves and inhaling the 7,000 chemicals that are in tobacco smoke." Experts cite meaningful harm reduction potential for current adult smokers.
Brian Erkkila, director of external affairs for Philip Morris International, maintains the company targets advertisements only to adults. He claims a 3 mg Zyn delivers a "similar amount" of nicotine to a single cigarette.
Data from the University of Michigan's Monitoring the Future study shows 12th graders' lifetime use of nicotine pouches rose to 10.0% in 2025, up from 6.8% in 2024. Mary Hrywna, a professor at Rutgers School of Public Health, warns nicotine has "an impact on brain development."
The Department of Health and Human Services reiterated "there is no safe tobacco product" and continues to enforce the federal minimum age of 21 for tobacco sales. Officials warn the FDA may pull Zyn authorization if adolescent usage rates continue climbing.
