In a year and a half, the number of ships switching to sail under the Russian flag has increased significantly, despite the EU and the US's more concrete efforts to stop the flow of money to the Russian war chest.
According to a report by the think tank Center for Research on Energy and Clean Air (CREA) published on September 25, after Europe took action and detained several foreign-flagged tankers from Moscow's shadow fleet, the number of such ships more than halved between October last year and June 2026, the online publication The Kyiv Independent reports.

According to a report published on Friday by the think tank Center for Research on Energy and Clean Air (CREA), the detentions of vessels have helped reduce the number of Russian shadow fleet vessels flying false flags by more than half between October last year and June 2026.
The boardings have had an effect and stateless tankers have decreased, but experts say it is not all positive.
