Ottawa Commits $20M to Electra Cobalt Refinery in Northern Ont.

The funding will help complete construction and commissioning of North America’s only battery-grade cobalt sulfate refinery, with 150 to 200 workers expected during ramp-up.

  • On Monday, the Government of Canada executed a binding $20 million investment agreement with Electra Battery Materials Corporation under the Strategic Response Fund. The funding supports construction of North America's only battery-grade cobalt sulfate refinery in Temiskaming Shores, Ontario.
  • Aiming to reduce dependence on foreign processing, the refinery functions as a cornerstone asset in the North American battery supply chain. The project aligns with Canadian and U.S. policy objectives to onshore critical mineral production and strengthen clean technology infrastructure.
  • Production is expected to reach 6,500 tonnes of cobalt annually at full capacity, following an initial 5,120 tonnes in 2027. The facility will sustain approximately 60 permanent jobs, while construction and ramp-up phases provide roughly 150 to 200 employment opportunities.
  • Parliamentary Secretary Pauline Rochefort, who visited the site, stated the investment reinforces the critical minerals industry and creates well-paying jobs. Minister Mélanie Joly added that building a robust domestic supply chain strengthens Canada's industrial base for long-term growth.
  • Electra CEO Trent Mell said the company's focus remains on execution, aiming for first production in 2027. Board Chairman David Stetson expressed confidence in the firm's ability to build a strategically important business within the North American battery materials supply chain.
