MONTREAL — An election employee noted a discrepancy in the postal codes of special ballot return envelopes in Terrebonne nearly three weeks before the election, but the error wasn't reported to superiors.
The returning officer in the electoral district of Terrebonne and the official responsible for special voting rules should have been notified as soon as the postal code error on the envelope for the return of special ballots was discovered, acknowledged Thursday the Chief Electoral Officer, Stéphane Perrault. The guilty employee did not think it was right to do so even if he had detected it three weeks before the vote.
