- Panel chairman Don Mills, president of Crane Cove Holdings Ltd., said the region suffers from low productivity and trade barriers, arguing that leveraging resources as a 'single economy' is essential for prosperity.
- Ambitious goals include mobilizing $100 billion in investment to increase natural resource value by at least 50 per cent and growing exports to Europe to more than $30 billion.
- Realizing this vision requires $25 billion in infrastructure investment and creating a $1-billion Atlantic Prosperity Fund, while removing all trade and labor mobility barriers across the four provinces.
- Other recommendations include maintaining 1.8 per cent annual population growth through immigration and creating an integrated electricity system, though the panel clarified there is no talk of a political union.
