- Enabled by the English Devolution and Community Empowerment Act, TfL will gain statutory powers to establish the framework, though further secondary legislation from the Department is required before implementation.
- Industry leaders, including the Shared Micromobility Alliance and Lime, welcomed the proposal, having long advocated for a coherent, citywide approach to replace fragmented rules.
- TfL plans to integrate dockless bikes with public transport and use operator data to monitor compliance across the more than 36,000 parking spaces allocated £1.7 million in funding this year.
