Crisis workers set to be deployed to some Toronto subway platforms in November

Crisis workers will operate 24/7 on Line 1 subway platforms to reduce police involvement and address over 1,000 crisis calls reported in 2024, city officials said.

  • On Nov. 15, the City of Toronto will begin a pilot deploying crisis workers to some TTC Line 1 subway platforms, including Spadina, Union and Bloor-Yonge stations.
  • After a series of violent incidents on the TTC, including a late-August double stabbing, TTC special constables received more than 1,000 calls about someone in crisis in 2024.
  • TCCS teams will be stationed round-the-clock at Spadina, Union and Bloor-Yonge and respond across Line 1 via the SafeTTC app, TTC staff, or by calling 211, trained in mental-health support.
  • The city says the pilot will help free up police officers and Mayor Olivia Chow hopes Toronto City Council will support funding in the upcoming budget to improve rider safety.
  • The pilot will be reviewed by Toronto City Council next month, with a cost of $540,000 in its first year and TCCS launched city-wide in 2024.
