The US Supreme Court has voted, 8-1, to issue a stay blocking a lower court ruling that favored North Carolina’s Roy Cooper and three other Democratic congressional candidates in this year’s elections. The ruling focused on broadcast advertising rates scheduled to take effect Friday.
