Cook Political Report Shifts 15 House Races Toward Democrats
Cook’s updated ratings now favor Democrats in 208 House seats, as 22 races remain Toss Up and Republicans dispute the shift.
- On Friday, The Cook Political Report shifted 15 House races toward Democrats, projecting the Republican Party is on track to lose its House majority in November. Democrats need a net gain of just three seats to secure control.
- The shift is particularly significant because most competitive races occur in districts President Donald Trump won by substantial margins in 2024. Trump's standing on economic issues and voters' struggles with high prices and the war in Iran are reshaping the battleground.
- Following the changes, Democrats are favored in 208 House races rated Solid, Likely, or Lean Democratic, compared with 205 races favored for Republicans, according to Cook analyst Erin Covey. Cook's September Battleground District Project poll found Democrats with a 49% to 47% advantage among likely voters in 37 competitive districts.
- The Democratic-aligned House Majority PAC has $224 million reserved for advertising, while The Congressional Leadership Fund holds $174 million. Since Labor Day, super PACs funded by MAGA Inc have spent or reserved $83 million on competitive House race ads, according to AdImpact.
- Despite favorable projections, Cook Political managing editor Carrie Dann cautioned that the outcome remains uncertain. Polling in 37 battleground districts shows Democrats and Republicans essentially tied at 46%, leaving the final margin dependent on advertising effectiveness and voter turnout over the next five weeks.
