The constituent deputy of 1916-1917, Gilberto M. Navarro, was born on February 4, 1877, in the city Dolores Hidalgo, Guanajuato. He moved to Mexico City in search of better job opportunities to support his mother and his three brothers; he served as a sales agent, representing North American firms throughout the Mexican Republic.
