EU Places ChatGPT, Reddit and Roblox Under Strictest Digital Safety Rules
The platforms must meet risk-assessment, audit and data-sharing rules after each exceeded the EU’s 45 million-user threshold.
The European Commission designated ChatGPT as a Very Large Online Search Engine and Reddit and Roblox as Very Large Online Platforms under the Digital Services Act, subjecting all three to the bloc's strictest online safety regime.
Under the DSA, services reaching more than 45 million monthly users in the European Union face stricter oversight; the designations bring the total number of platforms under the strictest tier to 28.
OpenAI reported about 159 million monthly active users for ChatGPT, while Reddit reported 57.2 million and Roblox roughly 48 million for the six months ending March 2026. These services have four months until November to complete systemic risk assessments covering illegal content and minors' protection.
Non-Compliance can trigger penalties of up to 6% of global annual turnover, with enforcement managed by Ireland's Authority and the Netherlands' Authority for Consumers and Markets. Henna Virkkunen, executive vice-president for tech sovereignty, said designations ensure "higher standard of scrutiny and accountability."
The Trump administration called such digital rules a "novel form of economic extortion" and threatened retaliation against countries targeting American-owned services. The Commission stated it will continue monitoring the digital landscape and will not hesitate to designate any platform meeting the threshold.
ChatGPT, Reddit Inc. and video game company Roblox Corp. will face stricter European Union scrutiny after surpassing a threshold of 45 million monthly users in the bloc.
Because more and more people are getting information from chatbots, the EU Commission is now demanding increased precautions from OpenAI. A game and a forum platform are also being reclassified.
