The European Commission wants public authorities to give greater weight to quality in tenders and no longer select solely on price. The procurement procedure is also being simplified. Public authorities are encouraged to purchase European products or services, but are not obliged to do so. This is what the Commission proposes in its Public Procurement Act presented on Wednesday.
