Anthropic Says China, Iran Used Its AI to Aid Spying

Anthropic said the actors used Claude to automate work that once required analyst teams, including dossiers, social media analysis and malware development.

  • On Thursday, Anthropic released a threat report detailing the shutdown of multiple state-sponsored surveillance operations that used its Claude models to spy on dissidents and ethnic minorities.
  • Governments in China, Iran, and Mali utilized Claude to automate surveillance tasks, ranging from gathering mobile data to analyzing social media, significantly reducing human labor previously required for intelligence operations.
  • One Chinese intelligence office reduced operations from "many teams of analysts" to "a single office, using an AI assistant to produce thousands of investigations per month," while Iranian actors deployed malicious extensions.
  • Although Anthropic banned all accounts linked to these surveillance campaigns, the company warned that actors often switch to open-source models, meaning underlying operations frequently continue despite enforcement.
  • Jacob Klein, head of threat intelligence at Anthropic, stated that AI is "effectively automating parts of the job within the intel apparatus," warning that barriers for state-sponsored repression are dropping as capabilities improve.
