In order to be able to implement an effective language policy in favor of the Basque language, each member of the EEP – the Basque Urban Area Association, the Department, the Region and the French State – would have to approve an amendment of 650,000 euros, but this has not happened: they have opted for an amendment of 100,000 euros. Euskalgintza and the Basque Urban Area Association have complained that more resources have not been allocated.
