A multi-agency drug trafficking investigation concluded in Blair County on Wednesday with the arrest of an Altoona couple traveling on I-99 with two pounds of cocaine, and a small child in the vehicle.  Arrested were 54-year-old Quida Mertens, and 32-year-old Toya Kennedy.  Both have been charged with possession with intent to deliver, child endangerment, and other related counts.  Police put the value of the cocaine at 90-thousand dollars.  Bot…
