"When the Caribbean speaks with one voice, the world listens." In these words the Panamanian Foreign Minister, Javier Martínez-Acha, opened the 31st meeting of the Council of Ministers of the Association of the Caribbean States. (ANSA)
Martínez-Acha highlighted that the biggest challenge is to advance from consultation to action. He also made it clear that the meeting seeks to make the Caribbean more visible in the world and more effective in responding to the needs of peoples.
