- Grants would assist professionals under the Barber, Cosmetology, Esthetics, Hair Braiding and Nail Technology Act, with Data Foundation Inc. distributing funds "or so much of that amount as may be necessary."
- Ford hopes the bill will have the "double impact" of also increasing census participation while campaigning against Republican Chad Koppie for the 7th District congressional seat.
- The Chicago Democrat noted Illinois is currently a "donor state," and said the program would include guardrails to protect taxpayer dollars while seeking more federal support.
