Prime Minister Donald Tusk announced that the Sejm will return to work on increasing excise tax on alcohol. The previous version of the bill on this matter was vetoed by President Karol Nawrocki.
The government has approved a bill providing for another increase in excise tax on alcohol, effective January 1, 2027. The higher rates will apply to beer, wine, and ethyl alcohol, among other products, and the additional tax revenue will be allocated to the National Health Fund. An additional PLN 1.4 billion in subsidies for the National Health Fund has been planned for 2027 and 2028.
The government has adopted a bill that will increase excise tax rates on alcoholic beverages starting in 2027. According to the Chancellery of the Prime Minister, the additional revenue from the higher taxes will be allocated to the National Health Fund (NFZ). The goal is not only to increase healthcare funding but also to reduce the availability of alcohol and the social problems associated with it.
The government wants to raise the excise tax on alcohol again. Prime Minister Donald Tusk announced that the Council of Ministers will prepare a bill that will include a provision guaranteeing that the entire additional revenue from the increase – estimated at PLN 1.4 billion – will be allocated to healthcare. This issue of how the money will be allocated was one of the arguments behind President Karol Nawrocki's December veto.

Before Tuesday's government meeting, Donald Tusk referred to the planned changes in health care and announced a return to the topic of raising excise taxes on alcohol. The Prime Minister addressed President Karol Nawrocki directly. He appealed not to lobby and signed a bill that would go to health care. At one point, he also alluded to reports of paid sponsorship packages at an event in New York, mentioning the amount of $200,000 per meeting.
